Financial support at UCLA is handled by the Financial Aid Office, Loan Services Office, and Graduate Student Support Office. Students and their families should also be aware of tax benefits that could help offset the cost of fees and tuition.

At the Financial Aid Office students can

  1. Obtain information on grants, loans, undergraduate scholarships, and work-study
  2. Get counseling on how to prepare the Financial Aid Application (FAFSA) and supporting documents
  3. Report changes in their financial situation
  4. Pick up petition and revision forms
  5. Submit all requested documentation

Financial Aid Application

To apply for financial aid, students must complete the Free Application for Federal Student Aid (FAFSA) at http://www.fafsa.ed.gov. Applications are available in early January and the priority filing deadline is March 2. Applicants completing the FAFSA after the March 2 deadline will be considered for limited funding.

Financial Aid Online Services

The Financial Aid Office website provides full service information to students. In addition to information about applying for, evaluating, and awarding financial aid, the website allows students to access and print important publications and required forms. Students can also use the site to access MyFAO which houses their electronic Financial Aid Notification (eFAN), financial aid file status information, missing information requests, summer financial aid application, and renewal scholarship application. An electronic bulletin board highlighting important events and upcoming deadlines also appears on the website, as well as important links to grants, scholarships, and loan programs.

The Financial Aid Office uses e-mail as its primary method of communicating with students. Students will be notified electronically if additional documentation is required to complete their file, when they have been awarded financial aid and have an eFAN available for review, and for other important events that require student interaction. To ensure that students receive all important notifications, it is imperative to maintain a valid e-mail address on URSA.

Financial Aid Distribution through BAR

UCLA uses a central Billing and Receivables (BAR) system to process bills and payments, including financial aid. Each student is assigned an individual BAR account. See the Billing section for methods of payment. Statements list charges, such as registration fees, health insurance, or outstanding debts, and may include anticipated financial aid activity and the amount of funds available for a refund.

The Financial Aid System automatically credits BAR accounts with students' financial aid. Students must, however, be enrolled at least half-time (6 units for undergraduate and 4 units for graduate students) for financial aid to be credited to their BAR account. Certain holds may also prevent disbursement of aid to BAR.

BAR uses financial aid as a credit to pay student registration fees and most other outstanding UCLA debts (such as student health visits or recreational fees). BAR does not pay housing charges. Students who live on campus must make payment arrangements directly with the housing office.

Bank Loans and Electronic Processing

Federal Family Educational Loan Program (FFELP) loans include Federal Subsidized and Unsubsidized Stafford loans. These programs are outlined in the FFELP Guide, which explains how to apply for loans electronically. Loans processed electronically are credited to student accounts, and any credit balance can be transferred directly to personal checking or savings accounts using Bruin Direct (see below).

Another type of FFELP loan is the Parent Loan for Undergraduate Students (PLUS), which is explained in the Parent PLUS Guide. When parents apply for PLUS loans, they can have electronic disbursements sent to BAR, which pays registration fees and any outstanding debts, then forwards remaining funds to a specified student’s account. Alternatively, parents may request paper PLUS checks, which are mailed to the borrower once the Loan Services Office verifies the student's half-time enrollment.

The Graduate Plus loan is available to graduate students. Graduate PLUS loans are processed electronically and disbursed to student accounts. More information is available in the Graduate PLUS Guide.

BruinDirect

With BruinDirect students may have refund checks electronically transferred to a personal checking or savings account. The Financial Aid Office uses available financial aid to pay registration fees and any outstanding debts, then forwards remaining funds to the specified account.

BruinDirect enrollment information is available in the Administrative Main Cashier Office and Student Accounts Office. BruinDirect is not available to students if they selected a nonelectronic lender. Contact the Financial Aid Office for a list of preferred electronic lenders or see the FFELP/PLUS guides.

Scholarships for Undergraduate Students

The Undergraduate Scholarship Program at UCLA rewards academic excellence and promise, and provides assistance to students in need. A scholarship is expected to create opportunities for further academic growth and development.

Each scholarship is awarded for one academic year. A renewal of scholarship application must be submitted yearly. See the Financial Aid Office website to complete the application online. The application is available on the Web in early January, and must be submitted by March 2 for the following academic year. Students must also apply for financial aid by submitting a Free Application for Federal Student Aid (FAFSA) at http://www.fafsa.ed.gov. Semifinalists in the Regents Scholarship competition are given preference for these awards.

Information about university and outside agency scholarship programs is at the Financial Aid Office website. More information is on FastWeb (financial aid search through the Web), an interactive scholarship search database.

Scholarship Resource Center. The Scholarship Resource Center (SRC) helps undergraduate students search for scholarship information. The SRC is open to all UCLA undergraduates, regardless of financial aid eligibility. The center provides referrals and serves as an information base for scholarships, fellowships, and endowments. The SRC works in conjunction with the Division of Honors and Undergraduate Programs, the Financial Aid Office, and the UCLA community.

Special features of the SRC include counseling for students in the application process, a small library of current scholarship books, a proofreading service for scholarship applications, computer access to various scholarship listings, and workshops and general information sessions. 233 Covel Commons, (310) 206-2875.

Unit Requirements

The Financial Aid Office checks units on the census date at the end of the third week of classes. Enrollment below half time on that date results in cancellation of aid and billing for funds received. Once aid is reduced or cancelled, it is not reinstated automatically if the unit count increases after the census date. Federal Pell Grants are not reinstated if the unit count increases after the census date.

For undergraduate students, half-time enrollment is 6 units. Some undergraduate awards (Federal Pell Grant, Cal Grant B Stipend, Academic Competitive Grant [ACG], and National Science and Mathematics Access to Retain Talent [SMART] grant) require full-time enrollment (12 units) to maintain maximum eligibility.

For graduate students, half-time enrollment is 4 units.

Maintaining Satisfactory Progress

Federal regulations require UCLA to establish, publish, and apply standards of satisfactory academic progress for financial aid eligibility. Students who fail to meet the standards become ineligible to receive financial aid until they are in compliance with these requirements. Withdrawal and Cancellation

Students who decide not to enroll for one or more terms must notify the Financial Aid Office. Students are not entitled to receive financial aid for those terms.

For students who withdraw for a term, the Return of Federal Aid policy determines the amount of financial aid they are eligible to keep for that term. The calculation is based on the date students submit the official withdrawal form to their College/school or department.

The amount of financial aid students are entitled to keep is prorated based on the number of days they were enrolled. Any financial aid received in excess of the prorated eligibility must be repaid. Students who have completed 60 percent of the enrollment period at the time they withdraw are not required to return any funds for the term.

For students who receive an administrative cancellation for a term, all financial aid for the effected term is cancelled. They are not entitled to receive any funds for the term and are expected to repay any amount received.

Students who withdraw or are cancelled for a term may have to reapply for Stafford and/or PLUS loans. They should contact the Financial Aid Office and indicate the term they plan on returning to UCLA.

Services offered by the Loan Services Office include

  1. Disbursement of paper FFELP and auxiliary loan checks
  2. Processing and disbursement of short-term loans (eLOAN) 9 a.m. to 4:30 p.m. weekdays
  3. Debt management session/exam and loan exit interview administration

Loan Fund Distribution

Students who wish to pick up a paper loan check must present a valid driver’s license, state I.D. card, military I.D., or passport and have no outstanding financial holds on their records in order to receive the check.

Unit Requirement for Loans

According to federal regulations, undergraduate students must be enrolled in at least 6 units and graduate students in at least 4 units continuously throughout the stated loan period to receive loan funds. This information is verified before loans are distributed. If a student withdraws or carries insufficient units during the stated loan period, any remaining loan funds are returned to the lender, any remaining portion of the loan is cancelled, and the student may be billed for funds already received. In such cases, students must reapply for a new FFELP loan that reflects the new loan period. For more information, contact the Financial Aid Office.

Federal Family Educational Loan Program

Federal Family Educational Loan Program (FFELP) loans come from banks and are issued each term based on a student’s application date.

Electronic Fund Transfer (EFT) FFELP loans are disbursed through BAR. Current registration and all outstanding University debts are deducted from the student’s loan funds before the balance is distributed (see “BruinDirect” in this section concerning direct deposit of BAR refunds).

Non-EFT FFELP loan checks are available at the beginning of each term at the Loan Services Office. Non-EFT FFELP loan checks are held for pick up for thirty (30) days, then returned to the lender.

Students must notify the Registrar, the Loan Services Office, and their FFELP lender in writing within 10 days if they

  1. Drop below half-time status, withdraw from UCLA, or transfer to another school
  2. Change their address or telephone number, graduation date, name, and/or Social Security number (notify the Registrar’s Office, either through URSA or in person at 1113 Murphy Hall)

UCLA Borrower Requirement

Federal regulations governing the student loan programs require that anyone borrowing student loans at UCLA must complete an online debt management session/exam prior to receiving loan funds. This online session/exam explains the rights and responsibilities associated with loans and provides solutions for minimizing debt loads. Until this requirement is fulfilled, a University hold will prevent loan funds from being disbursed. For more information, see the Loan Services Office website.

Exit Interview Requirement

Students who have ever received a university-based loan from the Financial Aid Office and are about to graduate, transfer, withdraw, or take a leave of absence from UCLA are required to complete exit interview documents with the Loan Services Office, A227 Murphy Hall, (310) 825-9864.

Short-Term Loans

Interest-free loans are available in the Loan Services Office. Applications are accepted in person only. To qualify for such loans, students must be enrolled at UCLA within the current quarter, have paid registration fees, and have not defaulted on previous short-term loans within the past year. Students must present one of the following photo I.D.s: BruinCard, driver’s license, state I.D. card, military I.D., or passport. Three loan types are currently available:

  1. Emergency Loan: A loan of up to $200 for those who meet the above criteria
  2. Living Expense Loan: A loan of up to $350 for those who meet the above criteria and are employed. Written employment verification on letterhead must be provided from the employer
  3. Financial Aid Advance: A "bridge loan" to fill the gap between the awarding of current-quarterf financial aid and the actual receipt of funds. Loans are generally made against Federal Stafford, Federal Perkins, University, and electronically disbursed Parent Loans

The loan must be repaid on time or a late fee is assessed. The defaulted loan may be subject to further collection actions, and future loan eligibility may be jeopardized. Past-due short-term loans must be paid with cash, money order, or cashier’s check in order to receive University services.

Merit-Based Awards

Merit-based awards funded by the Graduate Division take the form of stipend, fee, and/or nonresident tuition awards. To receive these awards, students must return a signed offer letter and necessary supporting documentation to Graduate Student Support, 1228 Murphy Hall.

Fee Remissions

As a result of employment in an eligible academic apprentice personnel title, graduate students may receive certain fee remissions. Eligibility is determined by the following criteria:

  1. Appointment(s) must be at least 25 percent time, not to exceed 50 percent time, and only under eligible title codes (students should see their departments for specific details)
  2. Work at least 25 percent time during the term
  3. Register and enroll in a minimum of 12 units no later than the third week of instruction
  4. Cumulative GPA must be 3.0 or better

Fee Deferrals

Academic apprentice personnel can obtain a Fee Deferral from their department to extend the registration fee and nonresident tuition payment deadline by approximately two months. It is the students’ responsibility to pay back the deferral with either personal funds or a fee award credited to their accounts. Students who do not meet the extended deadline are charged a late fee.

Medical Insurance Plan Premiums

The mandatory insurance premium is paid for all eligible academic apprentice personnel. Students should not waive health insurance if they want the premium paid as part of their employment. To waive GSHIP, submit the online waiver before the original registration fee payment deadline. A waiver cannot be reversed during the term even if students have been given a fee deferral.

Extramural Support

The Graduate and Postdoctoral Extramural Support (GRAPES) database contains information on over 500 awards for graduate study, dissertation research, travel grants, and postdoctoral research. GRAPES is available online or from the Graduate Outreach, Diversity and Fellowships Office, 1252 Murphy Hall, (310) 825-3521.

Educational Tax Benefits

A number of educational tax benefits may have an impact on the federal income tax liability of students and their families. To assist the Internal Revenue Service (IRS) monitor eligibility for tax credits, UCLA must provide certain information to the IRS on its students. A brief summary of the provisions that may apply to students in attendance at UCLA follows:

Hope Scholarship Tax Credit is a nonrefundable tax credit up to a maximum amount of $1,650 for qualified tuition and fees paid by or on behalf of a student. The credit is generally available for students in their first two years enrolled at least half time in coursework leading to a recognized degree or certificate.

Lifetime Learning Credit is a nonrefundable credit equal to 20 percent of the first $10,000 of qualified tuition and fees paid by or on behalf of a student in years in which the Hope Scholarship Credit is not claimed. The credit is generally available for students enrolled in coursework leading to a recognized degree or certificate. Individuals enrolled in coursework to acquire or improve job skills may also be eligible for the Lifetime Learning Credit.

Student Loan Interest Deduction is a federal income tax deduction for an amount up to $2,500 in interest paid on loans incurred to pay qualified education expenses.

As required by law, UCLA will report to the IRS the identity of students who have paid educational fees that may be eligible for the Hope Scholarship or Lifetime Learning Credit. The university must report the following:

  1. student social security number, name, street address, city, state, and ZIP code
  2. billed amount for qualified tuition and related expenses
  3. adjustments to qualified tuition and related expenses for a prior year
  4. scholarships or grants
  5. adjustments to scholarships or grants for a prior year
  6. half-time student status
  7. graduate student status

On or before February 1 of the current tax year, students will receive a corresponding report. Any questions regarding information printed on this form should be directed to TCRS, the University of California’s education tax credit reporting service, at their toll free number 877-467-3821, or the TCRS website.

To find out if you qualify for benefits under these or other provisions of the Taxpayer Relief Act, contact a tax consultant or call the Internal Revenue Service. The University of California is not authorized to respond to tax questions.
